Sub: One Time Promotion to JTO(Civil/Electrical/Arch) cadres at par with JTO(Telecom) cadre-Reg.

We would like to invite your good self's kind attention in the matter of One Time Promotion to JTO(Civil/Electrical/Arch) cadres at par with JTO(Telecom) cadre.
From the above cited letter reference no.1, we came to know about the latest decision of BSNL management regarding one time promotion to JTO(Telecom) cadre for those JTO's who completed 5 years of service. It is understood that this decision of the BSNL management is taken to reduce or clear the stagnation in the JTO(Telecom) grade. We are very sorry to state that no such similar sentiment is extended to JTO(Civil/Electrical/Arch) cadres even though the stagnation levels are very much alarming in the JTO (Civil/Electrical/Arch) cadres ( Data sheet is enclosed). We would like to place the following facts before your good self to render justice to our cadre.
Due to the continued and relentless struggle for 15 years(From the year 1986 to 2001) by our Association supported by all Unions, we got the pay parity with JTO(Telecom) cadre under the BSNL set up. As per the policy of the BSNL to make all cadres of different disciplines as equal, the new recruitment rules were framed and our cadre has been redesignated as JTO(Civil/Telecom/Arch) and made at par with JTO(Telecom) in all the matters such as classification, eligibility for direct recruitment and promotion, pay scale etc.
We are really thankful for the efforts taken by the DOT authorities and BSNL management in bringing the total parity between the JTO(Civil/Electrical/Arch) and JTO(Telecom) cadre.
But, the new proposal of the BSNL management to effect one time promotion to JTO (Telecom) cadre will make our cadre once again, the secondary citizens of the BSNL. Having spent endless nights to achieve parity with JTO (Telecom), our cadre is very much dejected on learning the latest move ignoring the JTO (Civil/Electrical/Arch) cadre for one time promotion.
Under these circumstances, we pray before your good self that, "Please render justice to our cadre by extending the one time promotion to JTO (Civil/Electrical/Arch) cadre and maintain parity between our cadre and JTO (Telecom) all the times and in all the matters".
The kind act of consideration will make our cadre indebted to the BSNL management and motivate, derive our cadre to work hard to achieve the future goals of the BSNL.
